MOSCOW, RUSSIA: Hon. Eng. Jonard Asiimwe Akiiki, Minister for Science, Technology and Innovation – Office of the President, has proposed a joint Uganda–Russia demonstration project aimed at developing affordable water technologies, strengthening industrial productivity and creating employment opportunities in Africa.
The Minister made the proposal during a panel discussion on clean water access in Africa at the Russia–Africa Economic and Humanitarian Forum in Moscow, where participants examined challenges relating to shared water resources, energy security and access to affordable water technologies.
During the discussion, Hon. Eng. Jonard emphasised the importance of moving beyond policy discussions towards practical scientific and technological partnerships that deliver measurable benefits to African communities and industries.

He proposed establishing a joint demonstration project at an industrial park in Uganda, integrating wastewater recycling, smart water monitoring systems and locally developed water filtration technologies.
The proposed initiative would draw on Russian technical expertise while prioritising technology transfer, practical training and capacity building for African engineers. It would also provide opportunities for Ugandan scientists, researchers and innovators to participate in developing and commercialising water management solutions.
The Minister underscored the need for Africa to develop technological capabilities that respond to its unique challenges, particularly as demand for clean water continues to grow alongside industrialisation, urbanisation and agricultural development.
The proposed partnership would contribute to Uganda’s broader efforts to strengthen research commercialisation, promote local manufacturing and support industrial development through science, technology and innovation.
By integrating advanced water management technologies into industrial operations, the initiative could help improve water-use efficiency, reduce industrial wastewater discharge and create opportunities for locally manufactured water treatment equipment and related services.
The Minister reiterated that the ultimate objective is to develop water technologies in Africa, for Africa, while creating jobs and supporting sustainable industrial growth.
The engagement forms part of Uganda’s ongoing efforts to deepen scientific and technological cooperation with Russia, with particular emphasis on practical partnerships that translate research and technical expertise into commercially viable solutions.
Through the Ministry for Science, Technology and Innovation – Office of the President, Uganda continues to pursue international partnerships that strengthen domestic technological capabilities, accelerate value addition and contribute to the country’s long-term socio-economic transformation.
